Through the strategy of local social network operation, using social capital to respond to market economy and national policies, and to build local areas in the development of fishery industry. The early development of Tungkang was attributed to its position, but gradually declines by the lost of transportation function. In recent years, the promotion of local fish industry gives a hand to push region development again. This study takes the three fishery industries as a case--Oyster, Sergia lucens and Grouper industry, in order to understand that different fishery industry.face different difficulties in regional development. In recent years, there has been a dramatic proliferation of research concerned with industrial landscape. A growing number of research studies are now available to shed some light on the state power and landscape change. However, little literature has been published on fishery landscape by state power.The first case of this study was the Oyster industry in Dapeng Bay. Oyster is an important industry in the shallow sea aquaculture industry. It was banned due to the plan for the Dapeng Bay National Scenic Area, causing long-term resistance for the cultivators. The purpose of this study is to the process of interaction between the government and the people is presented to analyze the disappearance of a fishery landscape under the implementation of national policies. Second, the case of the Sergia lucens industry is faced with lack of resources, how the social capital and social network in the local area can sustain management, and show the uniqueness of its regional development.Conduct dialogue and discussion on geography theory in order to achieve the purpose of understanding how social capital drives the sustainable development of local industries. Third, the fish export of the Grouper is a very important aquatic product in the coastal culture of Pingtung. However, under the changes of government policies and farming environment, in recent years, the original local market has gradually shifted to Southeast Asia, Hong Kong and mainland China, forming a rather special type of fishery.The research finds that the three loops can construct three space loops through the analysis of the actors in the production and network. In the competitive relationship of each loop, through the cross-border movement of the consumer market, the pursuit of maximum benefit is achieved, in order to continue the sustainable development of the grouper farming industry. This study takes social capital and actor network theory as the main theory in order to understand the regional development. Through the bottom-up force, resource allocation and reconstruction, local social networks operate, cascade, standardize and accumulate, and seek industrial development under the changes of the global economic environment.
