The concrete purposes of the paper include exploration of the effects of charismatic leadership on the Household Registration Office staff with different backgrounds, understanding of the effects of the Household Registration Office staff with different backgrounds on their job performance, and exploration of whether charismatic leadership has moderator effect on job performance to the Household Registration Office staff at different age levels. In order to achieve the purposes aforesaid, the paper carries out questionnaire survey for the research by taking 33 staff of Household Registration Offices of Kaohsiung City as the research targets. There were 500 questionnaires distributed to them, and 464 effective questionnaires returned. For the information collected from the questionnaires, the statistical methods of t-test, one-way ANOVA and hierarchical regression are used to verify each of the hypotheses of the paper. Finally, after concluding the research results, the paper proposes some conclusions and suggestions. After statistical analysis and summing up of the main research findings, the paper has the following conclusions drawn: 1. The staff working at Household Registration Offices of Kaohsiung City have above-medium level of cognitive perception towards the current situation of charismatic leadership and job performance. 2. The gender, age level and education level of the staff working at Household Registration Offices of Kaohsiung City would affect their reaction to charismatic leadership. 3. The age level, education level, posts and seniority of the staff working at Household Registration Offices of Kaohsiung City would affect their job performance. 4. For the staff working at Household Registration Offices of Kaohsiung City, there appears significant correlation between “overall charismatic leadership” and “overall job performance.” It reveals that when the staff of Household Registration Offices have stronger sense of perception for charismatic leadership, their job performance is better. 5. To the staff working at Household Registration Offices of Kaohsiung City, the background variable of age level does not have moderator effect on charismatic leadership and job performance. The paper shows that when a leader presents his/her personal leadership charm, traits and behaviors, if the job performance of staff is better, and the leader and the staff could mutually identify with the agency and their visions, then the job performance of staff would be tremendously improved, creating the greatest effectiveness and best service quality for the agency. The above research results can be provided as a reference for the supervisors of Civil Affairs Bureau and Household Registration Offices.
