It explores the developments, dilemmas and principal’s management strategy. The study also analyses similarities and differences between the two cases. The researcher sampled and interviewed the principals, teachers, and parent presidents of the two schools in Cueiping and Daluguan,with a total of 13 interviewees. According to observation and interview results, the main findings are as followes: 1.A grade1-9 consistent school has characteristics like consolidated operation, course extension, less maladaptation, easy counseling, and sharing unique resources. 2.A grade1-9 consistent school face development restrictions like unclear system, principal’s double pressure, teacher’s cultural differences, and the bondage of diplomaism. 3.The principal of Cueiping Junior High and Elementary School implements educational concept, develops reading, morality, and life education. However, there are dilemmas such as the lack of integration and facing the pressure of school downsizing. 4.The principal of Cueiping Junior High and Elementary School puts forward vision of the humanities ecology school near Houjin creek. He also puts forward three management strategies, including setting course of three abilities and a state of mind, establishing brand and marketing, and establishing and maintaining public relations. 5.Daluguan Junior High and Elementary School was entrusted to the Bliss and Wisdom Foundation of Culture and Education. The course ideas of Bliss and Wisdom Foundation are life education and moral education. Daluguan participates in the development of local community. However, there are dilemmas such as inconvenient traffic, low student achievement, and the adaptation of public-to-private system. 6. The principal of Daluguan Junior High and Elementary School focuses on group cooperation and human life value. He puts forward a three-phase management strategy that aims to stable administrative organization, let students be willing to learn and create an organic community. 7.The strategic thinking and main axis of the two principals is different. Still they share the same views in the following aspects. They create a vision of grade1-9 intergration. They pay attention to the planning, focus on moral education and consistent learning of featured courses. They both develop problem solving strategies and focus on community public relations.
