Finally, the implementation of the annuity reform program was officially started on July 1, 2018. However, the military personnel face to the reform change between social welfare of the self-employed and the guarantees given whether it affects the intention to stay is the motivation of this study. Therefore, in order to understand whether the cognition and attitude of military personnel affects their intention to stay, this study is based on the differences between the work styles of naval officers on the ship and the (Navy) land-based units and conducts a questionnaire survey to explore the differences. A total of 309 formal questionnaires were collected in this study, including 193 males and 116 females, 23 were class-named, 45 were non-commissioned officers, 76 were seniors, 145 were senior-level officers and 20 were school officer. Result show that there is a difference in fairness perceptions due to different classes and seniority. Attitudes will vary from class to class. There is no difference due to background differences in terms of fairness and overall loyalty. The fair cognition has a positive impact on the intention to stay, and attitude has a partial intermediary effect on fair cognition and retention.
