Firstly, it uses paper on documents and has no electronic file records. It is difficult to control and easy to lose. Secondly, the assessment field of vision is limited and it is easy to grasp the outline. Finally, the lack of management by the appraisal unit makes it easy to decentralize administrative resources. In order to improve the above three issues, file informatization is replace by a graphical computer interface. The authority management can open appropriate management vision. Finally, key performance indicators (KPI) and objectives and key Results (OKR) are achieved to design management models. The graphical computer interface solves the informatization problem and brings many improvements in working time. The appropriate management vision solves the problem of process management and mainly to lead a richer management vision for more equitable resource allocation and more fair strategic rule. The management models of KPI and OKR solved the problem of assessment and management and can bring clear performance appraisal indicators and target management.
