This phenomenon creates energy consumption problems. Nowadays, Energy Conservation and Carbon Reduction has been listed by various countries in the world as an important administrative policy, and hence the planning and design for energy-saving of air-conditioning systems is one of the most needed ECCR approaches for modern establishments. The central air-conditioning system must not only have a good energy-saving design, but also have an authentic scheme for performance qualification (PQ) to guarantee the efficiency of air-conditioning equipment. In the specific case of central air-conditioning systems having excessive design and lacking effective energy management, it leads to serious energy waste. The managerial policies for energy conservation, led by Taiwan Power Company, focus improving the quality and efficiency of power consumption. This means that Company line number and the organization engage in autonomous implementation of power load management and monitoring and control of energy use, aiming to improve the efficiency of electrical equipment, promote a reasonable usage of electricity and minimize the cost of electricity surcharge when breaching the contract. In the perspective of building equipment operation and energy management, this paper introduces energy-saving technologies, operation management strategies and ‘Test, Adjustment, Balance (TAB)’ procedures for air-conditioning systems of existing establishments to improve the operational efficiency of air-conditioning equipment. This paper also analyses the TAB procedures and the implementation of Building Energy Management System (BEMS) of the air-conditioning system of the Chiayi City Government Building. This is an analysis of the electricity consumption of the air-conditioning system in the building, through processing the collected data of operational energy consumption, an effective energy saving strategy could then be introduced. Based on this case, we will explore the application of BEMS and the TAB procedure. Through the monitoring systems and energy-saving management, we will also introduce an effective approach to reduce the electricity consumption of air-conditioning system in the summer, achieving the goal of Energy Conservation and Carbon Reduction.
