In recent years, because of development of the media and network, many campus security events spread through media and network platform, and this makes many parents worry about their children’s safety in campus. The government also makes related policies. The Security Report Center is established by Ministry of Education helps the competent authority and schools deal with campus security and disaster events to maintain safety of campus and reduce the damage caused by disasters.The study mainly discusses the service quality of campus security given by the military instructors in high schools on offshore islands. First, with literature review, we make the key frame of the service quality for campus security and design the questionnaire. The questionnaires are answered by school mangers and executive officers and then are analyzed with the application of analytic hierarchy process. This study finds that "Campus Safety Education" has the highest value among the key elements of the campus safety management of military training instructors based on the opinions of the senior high and vocational high school staff on the outlying islands. Among the secondary key factors, the "Prevention of School Bullying", "Prevention of Student Drug Abuse" and "Traffic Safety Education" are respectively in the first, second and third place. According to the results of this study, after the instructors leave the campus, the study can provide the school with a basis for campus safety management. Thus, the campus safety management can be truly transited. In this way, the campus safety management will be flawless, and teachers and students will be more comfortable to learn in such a safe environment.
