Instead of being distinguished from the occupational capacities, outstanding and enthusiastic public servants are more likely anticipated possessing such capability of significant interpretations in the environmental context in which they dwell. Above all, (being) faced with the economics becoming capitalization worldwide, nations, regions, communities as well as an individual are now confronting a tough lifestyle and a loss for cultures. Accordingly, scholar Ali Farazmand(1999) indicates that both public areas and the space of civil participation are easily cut down due to the concept of promoting privatization after Globalization. Thus, civil services should introspect and decelerate the erosion of powers, making an effort to maintain the balance of people’s public interests, so that the assets can be accumulated, and the systems can be legitimacy as well. Lastly, because of Neoliberalism, privatization tends to be rather more focused on a person him- or herself, bringing about threat to this society and public spirits, depriving the inhabitants in the community of their control rights, or even increasing the possibility of corruption. Hence, it is a civil servant’s capacity and responsibility these days to avoid such public interests based on self-interest individualism. Furthermore, in accordance with the Community Development in Taiwan, our country has been gradually authorizing some local areas since the Community Infrastructure Establishment in 1994, allowing these districts to propose schemes by themselves, which enables them to meet those regional attributes. Yet, lacking for the process of containing turning into capital and the company along with subbase agencies, barely do these regions have successful cases of sustainability once the resources are drawn back. Mudan, located in Pingtung County, was chosen to be this research is merely because Mudan Township has not only general budgets but some feedback funds from other government agencies, which makes the residents here be accustomed to those administrative tasks of Mudan Township Office and be eligible for either the society welfare or the infrastructure to the community. Nonetheless, those instances mentioned above are a huge contrast to public servants’ attitude toward their daily work, which is comprised of general services as well as achieving the execution of feedback funds. It goes without saying that implementation efficiency turns out to be the key to the standard of the next-year feedback funds examined by Subsidization Department. Nevertheless, such operation like this eventually broke the rule and the cognition right after Mudan Township Office had striven for the competitive plan【Mudan 心旅行】. From an aspect and practical experiences in association with theoretical analysis, the target of this research aims for observing how junior-grade public servants accomplish those tasks assigned by supervisors, and, on the other hand, rapidly respond to people’s requests with the public sphere growing while coping with the changes of bureaucracy and civil society at the same time, by which government and communities may achieve a win-win prospect throughout an Internet manipulation of Social Capital.
