With economic independence and sufficient time, the elderly has more planning budgets for domestic tourism, but there are insufficient travel itineraries specifically tailored for them. Currently,only thirteen routes proposed by the Tourism Bureau and some itineraries suggested by travel agents are for senior citizens. The literature has found that there are still many needs to be met and obstacles to be overcome for the elderly when traveling in Taiwan. In order to improve the quality of tourism and meet the needs of the elderly in the future, the shortcomings of the existing tourist attractions need to be examined for the needs of the elderly. There is also a need to construct a checklist for an age friendly environment. The SHELL model proposed by foreign scholar Edward in 1972 is based on human-centered and safety-oriented considerations and is used in Fei'an system and medical research. The model includes four facets: liveware ,software , hardware ,and environment.This study takes the elderly as the central consideration and explores the relationship among each facet. A preliminary checklist of an age friendly environment for the elder people traveling is drafted from the findings of the literature. By the Modified Delphi Method, more objective and credible opinions of experts can be obtained. After multiple rounds of discussion and the analysis of quantitative and qualitative data, the checklist is finalized. The findings of the study found that in the facet "Liveware": in addition to the importance of guided tour commentaries, the issues of vi setting up exclusive counters and providing service staff have received ample discussions. "Software": It is most important to develop Standard Operating Procedures and guide sheets. "Hardware": toilet configuration and rest point planning are important. "Environment": The total mileage (km or metre) of arriving at the scenic spots, which allows the elderly to adjust their own conditions and set up drinking water facilities is the most important. There are many domestic and international studies on tourism for the elderly, but research on friendly environments in tourism of the elderly is rare. The revised Delphi method requires a tight research schedule and the selection of experts are also not easy. This research is a pioneer study and is expected to provide travel agencies or relevant government agencies as references, so that the elderly can be more comfortable while traveling in the future.
