At present, the main source of funds for rainwater utilization projects is from the government. The expansion of the model of private participation in public works, the leader is still the government, how to apply funds flexibly is the main problem. Therefore, this paper firstly proposes research motives and objectives for the single financing problem of domestic rainwater utilization projects. Next, by collecting domestic and foreign private participation in public engineering models and various types of case policies for comparative analysis as a basic research method, It is recommended to introduce a new private participation financing model for public works. This model is referred to as PPP (Public Private Partnership), also known as public-private partnership. The feasibility of the PPP model in domestic rainwater utilization projects is discussed. Finally, conclusions and recommendations are given. The PPP model is very popular abroad, mainly because the investment demand of public works can only meet the increasing demands of society by relying on government funds. Obviously, a new mode of cooperation between public government departments and private enterprises has been formed, which is based on the concept of win-win or win-win projects to promote public engineering services. The PPP model can not only reduce the burden of government's one-time large-scale expenditure, but also attract private funds to promote public works. This paper can be used to collect foreign data to analyze the patterns of various civil participation in public works, and 7 to analyze the advantages and disadvantages of foreign cases. And advanced management policy methods, effectively implement supervision measures, improve management efficiency, and reduce costs.
