In order to cope with the major projects and people's livelihood infrastructure promoted by the government. The A cement company in this study set up a cement plant in the east of Taiwan, and then set up storage and transportation stations in Hualien Port, Keelung Port, Taichung Port and Kaohsiung Port. B Shipping Company has set up a cement carrier fleet to transport cement in the form of east cement west transportation Costal Shipping, thereby reducing transportation costs. In this study, the B shipping company of the research project started from the first cement carrier in 1980, and until 1995. The cement industry required for national construction and people's livelihood took off and grew up. The ship reached the scale of five cement carriers. For more than 30 years, it has been cooperating with the cement company's Taiwanese domestic and overseas export operation plan. The voyage has spread to Taiwan's main island and the outer island of Kinmen, and extended to Japan, South Korea, the Philippines, Malaysia, Vietnam, and the farthest to the Middle East. Up to now, the five cement carriers have an average age of 30 years, which is a high-risk ship. The hull structure hides the invisible risk, threatening navigation and life safety, and if the original main and auxiliary machine maintenance parts stop production and supply, once In the event of a failure, operational losses are difficult to estimate; in order to comply with the new generation of maritime New Testament norms, there is an extreme demand to have a replacement for the old ones. In this study, SWOT analysis and Deming cycle were used as research methods, and the following problems were found: 1. The hull and equipment are old and hidden from invisible risks, and maintenance is difficult, and fixed costs are increased. The crew has a small living space that affects crew recruitment. 2. Failure to comply with the maritime convention. For the research questions, the purpose of this study is as follows: 1. Prevent the risk of ship navigation crew life and cargo safety due to the risk of hull and equipment being hidden. 2. Comply with the maritime convention to avoid penalties, and carry out the smooth operation of the transportation. The results of this study found that: 1. The new ship has good performance and reduced cost, which will help the cement company to jointly expand the domestic sales and the export business outside from Taiwan. 2. The new generation of cement carrier is more focused on green energy and environmental protection, which will help enhance the positive image of the cement industry.
