Summary:碩士 === 國立臺灣海洋大學 === 商船學系 === 107 === Based on the nature of the internationalization of the maritime industry, although Taiwan is not a member of the United Nations, she still follows the internationally of the Convention on related of rules, and is committed to the maintenance and environmental protection of marine resources to ensure and protect the marine environment with human life, property and security at sea. Even though the hard work and dangers of working at sea are ubiquitous, the occurrence of various accidents is mostly caused by human errors, which can be used to create a safe and efficient consensus, and to discover and cultivate competent and excellent seamen. Seafarers' recruitment, education and training courses are the key tasks of personnel management. With regard to the implementation of the STCW Convention, the crew's competency of standards are improving, and the training requirements are also being enhanced. How can the crew be properly assigned under the new standards and requirements? The management of the crew to dispatch appointment and grow up with the Company has become an important part of the human resources planning of shipping companies. The purpose of this research is to understand the professional connotation of the crew human resource managers in the shipping company with the sequence in priority among the Planning, Recruitment and Management of ship’s manpower through the questionnaire. According to the research, when the shipping company is performing a planning, the first consideration should be the understanding of the company's operation and the crew's manpower strategy, and then the competitive environment of the marine manpower market, followed by the selection of the seafarers' professional knowledge and taking into account the crew's work goals and the company's business objectives finally. There is few of research on the seafaring human resource manager’s appointment and reserving related, when dealing with the crew management and recruitment affairs, so far. Referring to the results of this research, the Weights of aforementioned can be provided for the manager who is evaluating of relevant issues to ship manpower’s planning, recruitment & management accordingly.
