The implementation of the program evaluation helps confirm whether the development directions meet the values and ideals of the featured schools. The sustainable development of featured schools must rely on the participation of all personnel and the integration of resources. From the point of view of the deliberative democracy of evaluation, if we want to achieve the redevelopment of the featured schools program through the evaluation process and the results, we must consider whether the stakeholders are all involved, to have equal opportunities to speak, and reach a consensus on the value of the featured school program. This study conducted a case study on the Laomei elementary school in Shimen District, New Taipei City, which has implemented a featured school program for years, by using a deliberative democratic evaluation which emphasizes inclusion, dialogue, and deliberation, and presents diverse opinions of stakeholders, especially those who tend to be ignored or not good at articulating their opinions. The first stage of this study is evaluation planning, which identifies the members of the program stakeholders and the questions of the evaluation. The second stage of the study is collecting information by conducting a questionnaire survey, interviews and literature review to answer the questions of the evaluation. This study presents a report on the results of the evaluation of Laomei and provides some suggestions for the redevelopment of the featured school program. Besides, it also presents the realities, advantages, and limitations of the deliberative democratic evaluation. At last, the results of this study may provide an alternative dimension of thinking about the featured schools program which has been practiced for years.
