In response to this trend, the Ministry of Education proposed the “University Social Responsibility Project” in 2017, clearly stating that universities must fulfill their social responsibilities. As a result, USR is as the mainstreaming within colleges and universities. It combines social concerns, social enterprises and local industries to portrait the inseparable bond between universities and society. In 2018, the Ministry of Education approved the USR project for 116 schools, adding up to a total of 220 cases. More than seventy percent of colleges and universities across the country have practiced social responsibility under the subsidy of the Ministry of Education. However, after more than one year of promoting , the effectiveness of the projects is worth more exploring. University Social Responsibility is the formation of network relationships by universities to resolve community issues through the collaboration of public and private sectors and non-profit organizations in the region. Based on this, this study takes the theory of network collaborative governance as its foundation, along with literature analysis and in-depth interview research methods. Taking Taipei University’s social responsibilities as its research subject and hence proposing its findings and suggestions. The research of this thesis found the followings: 1.The Taipei University’s USR, for SWOT Analysis,its strengths are to promote the transformation of university and the connection between the university and community; the weaknesses are the weak internal partnerships within the school and the lack of initiative of students;the opportunities are to collaborate through network resource and the potential promoting opportunities of USR; the threats are the complexity in achieving goals and the instability of funds. 2.The restrictions in promoting Taipei University’s USR project, including the slightly weak collaboration between partnerships; lack of consideration for multi-stakeholders viewpoints when drafting plans and difficulties when achieving target consensus; helpful in improving students’ problem solving skills but less beneficial regarding their career development; strong focus of qualitative results and written reviews in USR’s assessing mechanism; unfavorable for continuous USR development due to limited resources and integration, and the range is too limited to promote USR project with college. Finally, the thesis proposes the following suggestions: strengthen the collaboration between partners to establish common targets; increase students’ motivation to participate and take into account their career development; adjust assessment mechanisms to incorporate stakeholders’ perspective and expanding the range of assessment methods; actively promote USR’s continuous development and increase the priority of USR within the school.
