The trend of globalization has led to rapidly severe changes in the international higher education environment. The technical and vocational system universities are moving toward the trend of liberalization, internationalization, and large-scale development. Because of the implementation of university autonomy in our country, since 2001, national universities have implemented the new system of university endowment fund system to facilitate the university to promote the university institutional affairs, to develop teaching research, and university social responsibility (USR). After the implementation of endowment fund system in national universities of Taiwan, the funds all supported by the government formerly should be partially raised by the universities themselves now. This study mainly inspect the financial performance of national university of science and technology after the implementation of the university endowment funds using principal component analysis method and multidimensional-scaling analysis method. It also explores which national science and technology universities have fully grasped the purpose of setting up the endowment funds system, enhance their own competitiveness, and have been able to operate sustainably in the fierce fighting of our long-term higher education market.
The research results show that premium national universities of science and technology had the optimum financial performance to become the most outstanding ones, including The National Taichung University of Science and Technology, and The National Taipei University of Commerce. The excellent national universities of science and technology active managing strategies and goals, and tried to improve managing performance and financial structure. Those include The National Yunlin University of Science and Technology, The National Chin-Yi University of Technology, and The National Formosa University. The good national universities of science and technology include The National Kaohsiung University of Applied Sciences, The National Kaohsiung Marine University, The National Taipei University of Technology, The National Taiwan University of Science and Technology, and The National Kaohsiung First University of Science and Technology. National universities of science and technology should think over their own positioning and nature, develop attractive education characteristics, face challenges, and think about how to have better competitive advantages to reduce the treasury fiscal expenditure and to continue to run for sustainable development in the era of declining birthrate, greatly expanding universities, and students studying abroad.
