The country cannot exist firmly without the solid foundation.” Han Fei in Famous Doctrine also said that “the prime minister must rise from the grassroots unit, and the general must be produced from the grassroots force.” Their words reveal the importance of local grassroots systems and talents, not only to the substantiality of the country, but also to the national development. As the village office marks the grassroots level of local self-government, its robust organization in village system, implemented by the local government with a long history in Taiwan, becomes the vital importance to the effectiveness of local self-government administration. Since the concept of governance has been put forward, local governments are no longer the only providers of public services. To achieve efficient governance, they must investigate the needs of all sectors of the community and then integrate various resources through a multi-dimensional network. Although the district office operates the mode of local governance to further district administration, the organization and its function of the village office do not alter due to the advanced information technology and the improvement of people's autonomy. The role positioning and the duties of the village chief, the grassroots elected public official, have been called into question. Its village organizations consequently fail to function as required. Many opposites are inevitably caused in the interaction between the district office and the village chief. The study focuses on Gushan District, Kaohsiung City. Historical method and participant-observation are adopted for understanding the function and the operation of the village chief in the local self-government system. In-depth interviews with the village chief, the district chief, the chief of civil affairs section, the officer, and the village clerk is aimed at exploring the relationship between the village chief and the district chief in local governance as it helps delve into the affecting elements of how they interact with each other. The study finally makes recommendations on the interaction between the districts and the villages, hoping to enhance their relationship and facilitate follow-up policies.
