博士 === 中國文化大學 === 國際企業管理學系 === 107 === 　　This thesis extends the Harris and Todaro (1970) model of urban-rural unemployment to analyze the effects of environmental policy on the foreign direct investment and the urban unemployment rate. This thesis proves that when the host country reduces the environmental tax, the flows of capital from the parent country to the host country would happen, which would lead to a decrease in the urban unemployment rate. In addition, this thesis finds that when the host country adopts the trade openness policy, the flows of capital from the host country to the parent country would happen, which would lead to a rise in the urban unemployment rate.
