Location rate depends on the following factors such as convenient transportation and Business prosperity. It is important to have a good model including all the necessary factors for location rate. This paper will use the geographic information system of QGIS. 18 villages in Langyi County of Chiayi County and 358 villages were researched and discussed, using QGIS's geographic computing system to update the county road network data, to detect which houses need to modify the rate of the housing tax, and provide financial information. The Inland Revenue Department serves as a reference for improving the amendments and reduces the general public's controversy in this regard. Through the output of the system and other factors of living environment (such as disgusting facilities, etc.), it is possible to expand and analyze the conditions formed by various environmental factors in the house, and to provide the setting of the site rate in the future. By comparing the actual output of QGIS software with the judgment of traditional tax personnel, the county's plot rate is adjusted and improved scientifically in an information-based manner, which not only saves the need for manpower exploration, but also establishes a fair tax basis for the government to This part of the housing tax collection can be more fair and local financially accountable.
