Based on dramatically changed of Social structure, economic activities, ethical and moral values, family caregivers, who taking care disabled elderly, are facing how to make the decision in terms of balance decreasing family resources and increasing governmental community-based care services for the elderly. This study explored the decision-making process and examined the reasons for family caregivers by using community-based long-term care services based on the perspective of social exchange theory. Face to face half-structural interviews were created. Eight family members were interviewed, including those disabled elders who are currently using day-care services, living in group homes, respite care in assisting living facilities or family caring services for at least 6 months. After analyzed and categorized the written interview data, the study found that the understanding, assessment and post-serviced assessment are important references to make decisions for family caregivers. To choose the patterns of care services are based on different health conditions of the disabled elders. Family caregivers also look for help from external sources for the lack of internal information. When having different opinions, family members tend to protect themselves’ best interests and would reach common views by offering benefits. Elders lost their exchanging advantages during their aging process. Suggestions: Caring for elders were no longer a family problem. The aged Taiwan is badly in needs of a sound and continuous elder-caring services. Public knowledge should not be ignored when government carrying out elder-caring related policies. Families should communicate caring expectation when elders are healthy.
