Moreover, the feasibility of constructing a fatigue risk management system that balances safety and operational performance was also explored. Therefore, this study examined current fatigue risk management for Taiwan's civil aviation pilot, reviewed the content of the Fatigue Risk Management System (FRMS) set by ICAO, and then analyzed factors affecting the adoption of FRMS by Taiwan's civil aviation operators. Recommendations for resolving existing difficulties were then proposed. Through literature review, in-depth interviews with experts, official representatives, pilots from the case study airline and relevant business personnel, the problems and challenges of promoting FRMS in Taiwan due to the impact of airline operating mechanism, current status of civil aviation operators and existing laws were determined. Inductive analysis of relevant theories and interview results showed four important factors affecting the implementation of FRMS in Taiwan, namely legality, professional, organizational, and educational and cultural factors. Based on these four dimensions, the following recommendations were proposed: (1) Possible government assistance for civil aviation operators; (2) Internal management measures by civil aviation operators; (3) Collaborative actions between individual pilots and their association; and (4) Others. Lastly, this study emphasized that FRMS concepts can be used to enhance risk management in pilot time-on-task fatigue to facilitate safer flights before domestic legalization is established.
