In this study, 425 questionnaires were distributed to elementary school teachers in Hualien County, and 400 questionnaires were collected. The recovery rate was 94.12%. A total of 343 valid samples were obtained, and the effective recovery rate was 85.8%. Data is analyzed by SPSS 22.0 for Windows and verified hypothesis and statistical result. The results of study show that the number of female teachers was higher than that of male teachers, and the age ranged most from 40 to 49 years old. The education level of teachers is from colleges and universities for the majority. The service years were mainly from 11 to 20 years. All of the teachers have experienced in using Line mobile application. The message communication is "Yes"; feeling social disjoint is "Yes"; feeling sorry is "No" the willingness to communicate is "Voluntary Decision", and the communication time is 5-10 minutes. The above are descriptive statistics and demographic variables. The conclusions of the study are as follows: the use of LINE by the elementary school teachers to communicate with parents has a significant positive effect on the use intention in terms of performance expectations, effort expectations, social influences, contributing factors, and psychological load. The contributing factors facets of elementary school teachers to use LINE for parent-teacher communication have a positive and significant impact on the use intention. The use intention of elementary school teachers to use LINE for parent-teacher communication have a positive and significant impact on the actual use of behavioral. The use of LINE by the elementary school teachers to communicate with parents has a positive and significant relationship between intentions of use and actual use behavior in terms of performance expectations, effort expectations, social influences, contributing factors, and psychological load.
