The Strategy of Developmenting Community Garden in Neighborhood Park in Taipei

碩士 === 國立臺北科技大學 === 建築系建築與都市設計碩士班 === 107 === The severe changes of the environment caused by climate change have led human to unstable food supply and food safety problems, which have accelerated the prevailing of urban agriculture. Since 2015, Taipei City has executing the “Garden City Promotion Plan” by permitting the roofs, parks, and campuses at all levels for “Community Garden” use. In the past, neighborhood parks provided a place for community residents with daily leisure, social activities and taking a walk. However, by executing the “Garden City Promotion Plan”, the “Community Garden” becomes more productive but also causes problems of personally use of public space, many related literature have focused on the research of harvest and its benefit instead of the development between gardens and neighborhood. This study summarizes the core value of community-based vegetable gardens through related literature of neighborhood parks, urban agriculture and public space, which are gathering community residents together, providing food production, and becoming landscapes of basis of environment sustainable development. This study also investigates the executing of cases of Vancouver, Seattle, and Minneapolis, and compares them with the neighborhood parks in Taipei -“DeXingPark”, “Sugar Refinery Cultural Park” and “Jiuzong Park No.1”. The results of field surveys and interviews show that the general public supports the development of agricultural activities in neighborhood parks, but there is short of interaction between the farmers and neighborhood. Based on the comprehensive analysis, this study believes that the strategy of development of community-based vegetable gardens should be implemented in promoting mechanism, garden management and space planning, which meets seven goals of executing community-based vegetable garden– landscaping and climate adaptation, agricultural education, leisure and relaxation, feelings sharing, public welfare sharing, park space reuse and healthy food. Additionally, this study encourages the interaction between the gardens and the community resident for increasing opportunities of sharing harvest and garden space with the community, which is the suggestion for policies of urban agriculture in neighborhood parks in the future.
