In response to the regulatory challenges of financial technology, countries are looking forward to finding the best supervision plan for balance in financial technology innovation and supervision. International financial technology supervision is divided into functional, active and passive regulation. International financial technology supervision trends are including biased to active or functional supervision, attach importance to the clarity of supervision standards, the supervision mechanism of innovation experiment, the formation of international supervision consensus and mechanism; the technicalization of supervision technology ,and the platformization or systems between industry and supervision. Since 2016, the "Financial Technology Development Strategy White Paper" has been released, started officely to promote financial technology innovation and supervision strategies in Taiwn,. In recent years, it has continued to promote innovation and adjust supervision mechanisms, including the establishment of financial technology development funds, the establishment of financial technology innovation parks, the implementation of supervision sandbox, the development of supervision technology projects, Strive for science and technology supervision talents, etc. This study aims to explore the key success factors and importance of financial technology supervision effectiveness in Taiwan. This study established four major aspects: the first-level key factors are "Supervisory Regulations and Systems", "Supervisory Technology and Mechanism", "Supervised Objects and Environment" and "Supervisory Organizations and Personnel"; and the total of fourteen sub-level evaluation criteria. Then, analyzed key success factors by using the Analytic Hierarchy Process (AHP) method, and the results were as follows: The first-level priority vector values are the highest in the “Supervisory Regulations and Systems”, followed by “Supervisory Organizations and Personnel”, “Supervisory Technology and Mechanisms” and “Supervised Objects and Environment”. In the second-level priority vector value, the four assessment factors under the “Supervisory Rules and Regulations” are all in the first eight applications. Besides, the "Personnel Functions", "Cross-Industry Supervision Organizations","Important Technology Import and Application" and "Collaboration or Docking Platform" are also ranks at the priority 6 items. The important management implications of the above results are : "Supervisory regulations and systems" is the core key factors, and while also focusing on the development of "supervising technology and mechanisms" and "supervising organizations and personnel".And the allocation of resources should be balanced and developed, complementing each other to maximize the effectiveness of supervision. Based on the results , the study recommends :Actively establish supervision laws and regulations and adjust supervision modes and methods. Accelerate the development of supervision technology and increase its resource allocation.Personnel employment and functional transformation should be listed as an important supervisory action plan.
