Accordingly, the Taiwanese government resorts to policy-making and law amendments in order to improve the quality of public constructions and avert abnormally low bids. Hence, an investigation on whether there is a correlation between abnormally low bids and the quality of public constructions is urgently in need. This study collects and analyzes 6,055 cases of public construction procurement with announced prices over $1,000,000 NTD of which the construction quality have been reviewed between January 2010 and February 2014, and 234 valid samples of questionnaires collected between September 19 and November 19, 2018. Various statistical methods used for analytical purposes in this study include T-score, Correlation Analysis, Scatter Diagram, Curvilinear Correlation, Multi-Factor Contingency Table, One Way Analysis of Variance, Path Analysis, Reliability Analysis, Factor Analysis, One Way Multivariate Analysis of Variance, and Post Hoc Tests, etc. Statistical Analysis System (SAS) 9.3 is the analytical software used in this study. Research findings at a 90% confidence level are as follows. (1)There is no apparent correlation between abnormally low bids and the quality of public constructions. (2)Abnormally low bid is not the cause of low-quality public construction. (3)The size and scale of a construction manufactory and the quality of a public construction are irrelevant. (4)The winner’s risk, beyond contractual reward and predatory bidding are potential factors of an abnormally low bid. It has been validated that an abnormally low bid does not result in low-quality public construction. Rather, it is the hidden factors pertaining to the abnormally low bid that has a correlation with the quality of public construction. It is believed that this study can serve as a reference for government entities that are to make decisions in an effort to improve the quality of public constructions in the future.
