Many elderly welfare organization have been affected by floods. For elderly welfare organization that are less able to take refuge on their own, they need human assistance in the process of evacuation. If there is not enough evacuation time, it will cause a situation that is too late to take refuge. This study conducted a field interview survey of elderly welfare organization in the Wanhua District of Taipei City, on the internal space of the organization, the external environment, disaster prevention response and flood experience. Cooperate with the flood disaster potential map to carry out flood risk assessment. Supplemented by interviews with experts and scholars and the flood rescue situation of field firefighters, a questionnaire survey was conducted. The results of the study show that elderly welfare organization should formulate appropriate flood prevention and disaster prevention plans. The evacuation space planning should meet the needs of the residents, establish mutual support mechanisms with different organizations and neighbors, and attach importance to disaster prevention drills and staff education and training to enhance disaster prevention and resilience.
