In particular, the greenhouse effect has led to global warming, climate change, extreme weather and other phenomena, posing a serious threat to all human beings. Following the "Kyoto Protocol" in 1997, the Copenhagen Summit in 2009, and the Paris Agreement in 2015, reducing carbon emissions in recent years has become a global consensus. In addition to formulating relevant policies, Taiwan has also included environmental education in its curriculum. It is hoped that through education, the correct environmental outlook of the people will be cultivated from an early age to achieve the goal of sustainable development of the environment. Also, Taipei City is a city that emphasizes energy conservation and carbon reduction; however, in May 2018, the Taipei City Education Bureau stated that it was necessary to include air-conditioners as "basic equipment" on campus because of the record-breaking high temperature in May and the fact that students sweated and influenced classes. This policy has not been well received, but it has caused widespread discussion with those related to school education. The purpose of this study is to understand what the author's school teachers, students, and parents think about the issue of campus air conditioning. Is it against cold air installations because of its strong environmental awareness, energy saving and carbon reduction concept? Or consider the shortage of electricity for Taipower or the cost of air-conditioning installation? Or can not resist the hot summer, and approve the air-conditioning installation? Based on this, the study used qualitative and semi-structured interviews to focus on the Theory of Planed Behavior, with interviews with school teachers, administrators, students and parents. It is hoped that the different opinions between different stakeholders will be understood through interviews, and the proposals that meet the opinions of all parties will be aggregated. Finally, suggestions for improvement will be made for the policy.
