In the face of disasters caused by global weather anomalies, countries are actively seeking mitigation and adjustment programs such as energy conservation and carbon reduction. Among them, the case of Taiwan’s concern is the plan for the “One Less Nuclear Power Plant” (OLNPP) proposed by the mayor of Seoul, South Korea in 2012. It is hoped that through the implementation of relevant policies, the public’s environmental awareness will be enhanced and further Change their environmental behavior. This study used Seoul residents as a research object to examine the relationship between personal environmental risk perception, friendly environmental attitudes and friendly environmental behaviors of Seoul residents, and the understanding and attitude of the OLNPP policy proposed by the Seoul Metropolitan Government. A total of 340 valid samples were recovered. The results show that: (1) Seoul residents in different personal background variables have some differences in environmental risk perception, friendly environmental attitude and friendly environmental behavior. (2) The environmental risk perception of residents in Seoul has a positive impact on friendly environmental attitudes and friendly environmental behaviors. (3) The friendly environmental attitude of residents in Seoul has a positive impact on friendly environmental behavior. (4) Friendly environmental attitudes have partial mediation effects between environmental risk perception and friendly environmental behavior.
