However, we haven’t seen as many encouraging outcomes in recycling of such as in that of other general waste. The key factors for above disparity should be discussed and identified so that improvement may be attainable. The following problems deserve further inquiry: 1. Are there any other crucial values than the public awareness of environmental protection? 2. Since recycling of unused medicines takes more time and nerves than that of other municipal waste, why are people still willing to take action? This study focuses on the discussion of values. Causal association paths are identified by ISM, and then converted into ANP hierarchies, through which weights of values are calculated and analyzed. This study finds that crucial values are resource maintenance, environmental protection, concept identity, personal moral cognition, the sense of identity, and the sense of belonging. In the practice of reclamation of unused medicines, it is necessary to raise the public’s awareness of both rarity of resources and benefits for health, and to establish appropriate contexts. Furthermore, while resource maintenance and environmental protection are both key values, the sense of identity and the sense of belonging, in fact, are two motivators of more importance. If agencies concerned can allocate a high proportion of resources in the latter two motivators , we might expect better achievements than ever.
