Since then, healthcare cos is always the tough priority for healthcare authorities. The ministry of health and welfare has initiated global budget scheme and took dentistry and Chinese medicine as pilot in 1998. Healthcare cost came to a stable balance since they implemented hospital oriented global budget payment scheme comprehensively in 2002 However, with increasing healthcare need from aging population and development of innovative healthcare technology, area hospitals need to increase service scope and provide unique healthcare service in order to compete in the high competitive environment under the pressure of large scale medical centers, low-cost of clinics, and the most crucial system of global budget.Area hospitals suffered tremendous impact from no government sponsored budget and floating point-value payment system and drop from 475 to 242 with all private-owned within 19 years, from 1998 to 2007. Under this difficult healthcare industry, there are few survivors displaying an important role as community-based healthcare provider with outstanding performance.This study focus is to analyze 5 area hospitals healthcare performance using qualitative research method and semi-structure interview with the stakeholders. Use SWOT to analyze its operation strategy and performance under current healthcare system. The purpose of the study is to provide applicable solution to other area hospitals as reference and increase the value of community-based under level of care system from National health insurance.
