GIS-samordning i Tekniska förvaltningen, Örebro kommun

The technical administration in Örebro municipality is responsible of water, sewage, refuse collection, roads, traffic and park care. Nowadays no one has the responsibility of the coordination between the departments. The administration is therefore in need of proposals on new applications and to be compared to other municipalities. The objective of this project was to examine the administration and locate possible problems. It was then to define those problems and give proposals on how to solve them. There wasn’t enough time to examine the whole administration and the project was concentrated to the area of roads and traffic. To be able to investigate the function of the coordination between the departments, it did require interviews with a selected amount of employees. Background material was collected and the questionnaires were created in consultation with the tutor. During the interviews, the using of GIS amongst the departments became clear. It occurred that there where some differences of opinions, mainly about a certain node and link – system (each node is a crossroad and each link is a block). One department that is in need of the node and link – system claimed that they didn’t get it and by that means it complicated their work. On the other hand, the department that is responsible of the node and link – system, maintained that the update of the system was well functioning. In several interviews it became clear that there was a requirement of a common system to store GIS-data, more education in GIS and a detached group to handle GIS-matters. There were also a lot of other needs within the departments. The conclusion was that the updating of the nodes and links got the highest priority, because the lack of these created most difficulties. A detached GIS-group was suggested to be responsible of the coordination in the departments. This group should get a hold of the education, investigate the possibilities of a common GIS-system, take care of the update process and other matters. === Tekniska förvaltningen i Örebro kommun ansvarar för bl.a. vatten, avlopp, renhållning, vägar, trafik samt parkskötsel. De har i nuläget inget uttalat samordningsansvar mellan de olika avdelningarna och syftet var därför att ge förslag på nya tillämpningar och jämföra med andra kommuner. Målet var att efter undersökningar hitta eventuella problem, definiera dessa och sedan ge förslag på lösningar. Att undersöka hela förvaltningen fanns ej tid till och arbetet koncentrerades till områden som rör trafik och gator. För att kunna undersöka hur samordningen fungerade inom avdelningarna för processen Gata och trafik krävdes intervjuer med utvalda personer. För att få förkunskaper till utformningen av intervjufrågorna till dessa personer fick en förundersökning göras. Bakgrundsinformation insamlades och sedan utarbetades frågeformulär efter samråd med handledaren. Det framkom vid flertalet intervjuer att det fanns behov av ett gemensamt system för lagring av data som rör GIS, mer utbildning inom GIS, uppdatering av gatulänkar samt en egen funktion för hantering av GIS-frågor. Det fanns även åtskilliga andra behov inom de olika avdelningarna. Slutsatsen blev att det var högsta prioritet att få en fungerande uppdatering av noderna och länkarna då avsaknaden av dessa skapade flest svårigheter. En egen GIS-funktion föreslogs även för att ha ett samordningsansvar. Denna skulle ta tag i utbildningsfrågor, utreda möjligheterna om ett gemensamt system för lagring av data, sköta uppdateringen av noderna och länkarna samt andra frågor.
