The most important thing for building a wastewater treatment plant is the planning process.This process will decide the construction and operation process. The task of planning and designing wastewater treatment works is not simple. It involves understanding of the environment and the ecology of the service area, sources of wastewater and the resulting characteristics, plant site, conveyance system, and treatment processes for the liquid andresidues. Many nontechnical factors such as legal issues, regulatory constraints public participation, effluent, and sludge disposal and reuse may influence planning process. This paper addresses the development of criteria for evaluating the planning report and develops a decision support system for the decision-maker. The paper has comprehensive indicators, including technical and nontechnical factors, which could affect the wastewatertreatment plant. By using the evaluation table for the planning report of wastewater treatment plant, the users could calculate the total credit of the applicants’ planning reports; and make the sustainable choices for wastewater treatment facilities. === www.ima.kth.se
