To identify these policy-scientific causes, criteria were extracted from the theoretical policy making as well as from international experience with regard to policy implementation. Subsequently, the policy process of resettlement was assessed according to these criteria. This report presents the findings of the policy assessment of the National Resettlement Policy of Namibia. |
