Summary:Approved for public release; distribution is unlimited === The under-governed space in the eastern Democratic Republic of the Congo provided an opportunity for the Allied Democratic Forces (ADF) terrorist/insurgency organization to settle and establish its base. This thesis assesses whether this organization poses a security threat to the United Republic of Tanzania, specifically with regard to the export of terrorism. To better understand the ADF network, the thesis employs the visual analytics technique and social network analysis. The thesis concludes that the ADF do not appear to pose an imminent security threat to Tanzania, at least in the short term. However, there is a potential long-term threat for Tanzania, and as such, three strategies are proposed to respond to the ADF terrorist organization. These strategies are: targeting actors (organizations and individuals), reducing tangible support to the ADF, and sponsoring regional initiatives. The recommended strategy is to cut off tangible support to the ADF in order to weaken the ADF terrorist organization—not only in Tanzania, but also in the Congo’s east.
