Summary:The master thesis deals with the Kaliningrad Oblast of the Russian Federation. The region is a Russian exclave completely surrounded with the European Union. It is linked with Czech history through King Ottokar II of Bohemia who founded the city of Kaliningrad. The unique character of the Kaliningrad Oblast has been changing during the few last years in context of new geopolitical and economical conditions in the broader region. Russia and the European Union as the main political actors must seek a new approach to the Kaliningrad Oblast to which is referred as "pilot region". The aim of the thesis is to describe the actual situation of this dynamically growing region. The text is divided into three sections with different focuses concerning the perspectives of social policy and demography, of economy and of foreign policy. Possible scenarios of future development are presented at the end of the work. Special emphasis is put on actual scientific reflections of the unique political character of the region.
