Summary:The continuing profession of pedagogic teachers is a strategic effort to improve the competence and performance of teachers in carrying out their duties and functions as the planner, executive, and evaluation of learning in the classroom. The study aims to assess the quality improvement of innovative, creative, adaptive, and productive PBI text-based and Indonesian characters through SKBP models of teachers in SMP and MTs. Assessment of the needs of SKBP model based on the objective conditions of PBI in SMP and MTs Implemented using a qualitative approach with this type of survey. The research subject of PBI teachers in 6 SMP and MTs is the target location of selected research by using random pattern with strata. 5 Descriptive Data of research objects acquired by researchers as a key instrument with interview techniques, polls, and focused observations. Data analysis was conducted using the flow model during the study. The development of SKBP model through integrating applicative guidance in PBI is implemented using qualitative approach with the type of development. The model of development used is the complaint model R2D2: Recursive, Reflective Instructional Design and Development and the Oxford Training Strategy Model. The effectiveness assessment of SKBP model was implemented using a qualitative approach with the type of action research model of Kemmis and Taggart. The research subject is PBI teacher and grade VIII students at 6 SMP/MTs in Malang District and city. Further analysis of data is done descriptively, including (1) improved text-based PBI processes and the Indonesian characters using SKBP models and (2) improved text-based PBI results and the Indonesian characters using models The SKBP. The study shows that antecedents, transaction and outcomes component are in the best category with percentage 88,71%. Rightly planned learning induce in learning process effectively and causing significant outcomes. In regarding to study conclusion, it is recommended to continue training in an activity of evaluation program in order to obtain clear data and information about prevalent member outcomes while attending in training being able to be implemented in their job. Its required to update their knowledge and experience corresponding in their scope lectured to gain member’s requirements. Stakeholders or users in the scope region need to empower members’ competence and skill after training in their scope training program.
