The research applied Maslow''s need theory、Boshier''s congruence models and Fu-hsun Huang''s Adult participate to continue education activities to develop a survey questionnaire to probe the underlying intrinsic and extrinsic motivation for non-participants of elementary school teachers to participate in in-service education. The research employed a stratified sampling method, selecting a total of 32 schools, which received a total of 320 questionnaires,283 questionnaires were returned . In addition to descriptive statistics for intrinsic and extrinsic motivation the present study also investigated the following variables. These factors include sex, age, school types , marital status, school location, and size of school. The results showed that female teachers have higher intrinsic motivation were more prone to be motivated by internal factors than male teachers. Higher extrinsic motivation for teachers in small schools was found. More importance intrinsic motivation were , in general, higher than the extrinsic ones. Finally, this research submitted recommendations to government officials, school administrators, and future researchers into this subject. Keyword:questionnaire、need theory、analysis of variance
