Through the Factors Analysis and Analytic Network Process (ANP), the Project difficulty Index (PI) and engineer Suitable Index (SI) were identified. The Regression Analysis Proved the relation between the P.I and the management cost rate with the best fitness regression line. According to the PI, this model can help constructors to make the best allocation of project engineers under conditional management cost and expected project productivity.
