This study aimed to clarify the reasonability of publishers’ editing policy of the elementary school textbooks. To achieve this purpose, literature review was adopted in this research which was based on the Isaiah Berlin’s two concepts of liberty to explore the inner bases and values of the current development of elementary school textbooks policy.
To sum up, the purposes of this thesis were as follows:
1.To describe the developmental history of elementary school
textbooks.
2.To understand the connection between the market-oriented
mechanism of Neo-liberalism and elementary school textbooks
policy.
3.To comprehend Berlin’s ideas of two concepts of liberty.
4.To analyze the reasonable relationships among national power、
teacher autonomy and market-oriented mechanism.
5.To provide the reasonable modus vivendi for elementary school
textbooks policy.
According to above the purpose, it was concluded that:
1.The development of elementary school textbooks policy is from
national centralization to civil/market diversity.
2.The elementary school textbook policy seem to set out putting
from the basis on the “maximum market and minimum nation ”
of Neo-liberalism.
3.Isaiah Berlin’s two concepts of liberty reflect the values
of what human being is.
4.In the elementary school textbook policy, the dynamic
relationships of nation, market and education are multiple
and agonizing.
Finally, the recommendations for elementary school textbooks policy were provided and summarized as follows
1. Reasonable elementary school textbooks policy is principles
of a modus vivendi
(1)To set up the guidelines of curriculum.
(2)To strengthen the legal system of textbook screening
process.
(3)To concrete the textbooks evaluation mechanism.
(4)To check and balance the price of textbook.
(5)To dedicate teacher to advance their professions
(6)To empower elementary schools’ autonomy in choosing
textbooks.
2. The recommendations for further research
(1)To keep on concerning about the development of elementary
school textbook policy.
(2)To further deliberate and interpret Berlin’s political
ideas.
