Cognitive frame is a set of assumptions and conditions toward specific affairs or belief. This study aimed to explore the effects of cognitive frame of learning organization on the implementation effectiveness. It is a scale developed in accordance with three paradigms of Social Science: positivism, interpretation, and criticism. The subjects in this study were enterprises participated in the practice of learning organization of Ministry of Education. The data collected were analyzed by structuring equation modeling and the results were as the following: 1. “Cognitive frame” could be separated as “frame of positivism” and “frame of interpretation and criticism” which is non-positivism. There were also significant different results of the implementation between them. 2. The “frame of interpretation and criticism” showed significant positive effects on “implementation effectiveness”. However, the “frame of positivism” represented insignificant results. Therefore, the enterprises were suggested to adopt “frame of interpretation and criticism” when implementing learning organization. 3. The “implementation effectiveness” was separated as “organization sucess” and “employee satisfaction.” The “employee satisfaction” was seen as a substitute model of mediate variable to affect the results of “organization sucess.” The results represented that the “frame of interpretation of criticism” had negative effects on the “organization sucess.” However, because the “frame of interpretation and criticism” still showed significant positive effects on the mediate variable “employee satisfaction”, there were still significant positive effects on the “organization sucess” at last. In the practical situations, the effects of the “frame of interpretation and criticism” on the “employee satisfaction” may not be immediately evident. There is probably a short-term decline on the sucess due to the negative impact of the “frame of interpretation and criticism.” Therefore, time is needed to continuously manipulate learning organization to see the effects.
