Firstly, researcher develop a set of situational judgment inventory (SJI) for elementary school teachers’ PI test and a self-report scale for measuring elementary school teachers’ TS. Then, questionnaire survey is used to collect empirical data from a sample of 375 elementary school teachers at Kaohsiung county, Kaohsiung City. All collected empirical data are analyzed through statistical approach of confirmatory factor analysis(CFA) , and structural equation modeling(SEM). Through those analysis, the following analyzed results are obtained: 1.Elementary school teachers’ TS including three dimensions: executive type, legislative type, juridical type. 2.Elementary school teachers’ PI including three dimensions: environmental adaptation, selection and shaping. 3.There is significant positive inter-relationship between teachers’ TS and PI. And, result of SEM show theoretical model fit empirical data pretty well. Based on the above results, researcher has proposed suggestions with regards to the measurement, utilization, promotion of elementary teachers’ TS and PI.
