However, the turnover rate of the Household Registration staff somewhat stayed high since long time ago. Therefore, the main purpose of the study was to explore the relationship among job characteristics, job stress, and turnover intention of the Household Registration Staff. In order to accomplish the purpose, a self-designed instrument entitled “The Questionnaire of a Study of Household Registration staff’ job characteristics, job stress, and turnover intention” was used to the survey research. Seven Hundred and seventy-four questionnaires were sent to thirty Household Registration Offices by stratified random sampling method and 384 useable questionnaires returned, with 49.61% valid return rate. The data were collected and analyzed by using descriptive statistics analysis, t-test, one-way ANOVA, Pearson product-moment correlation, and multiple stepwise regression. According to the findings, the conclusions were summarized as follows: 1. The Household Registration staff admitted that their specific jobs are completely important to the multitude. However, the overloaded tasks and the blockage of the promoting system frustrate the Household Registration staff very much. 2. Male administrators concerned more about their jobs than female, but they were easily get role conflicts at the age of 41 to 50. 3. Those single and female subordinates who worked in southern area of Taiwan, with low educational background and about 31 to 40 years old, would sense the anxiety more than the others did. 4. Those single young juniors who worked in northern area of Taiwan, with low educational background, had been headed to quit their jobs. 5. There was a partially negative correlation between the job characteristics of the Household Registration staff and their job stress and turnover intention; but a positive correlation between their job stress and their turnover intention. 6. The partial domains of the job characteristics and the domains of job stress could effectively predict the turnover intention of the Household Registration staff. Finally, recommendations based on the findings and conclusions of the study were made for the government, the Household Registration Office’s administrators of each county, the chief executive of each Household Registration Office, the staff himself, and the further study.
