In this study, it ranges from the introduction of Stake's perspective to the factors of the responsive evaluation.   This research also inquires Stake's past experience, his professional care and the development context of the program evaluation in America. Inspired by the criticism of uselessness in the finding of the preordinate evaluation for the clients and the stakeholders of the evaluation, they argued that evaluation should be more responsive to the concerning issues of the clients and stakeholders rather than to a preordinate evaluation plan, more oriented to the program activities rather than to its intents, more reflective to the different value perspectives of the people in and around the program rather than to a fixed evaluation standard. In addition, the researcher inquires the core ideas and study methods, and the methodological assumptions of the responsive evaluation, based on Robert E. Stake’s writings. The author also discusses some criticism of the responsive evaluation.
