We use GA to analyze programmers belong to IT department in a manufacturing company who has dispatched workers in Taiwan and standard workers in China. Because of economic crisis, enterprises focus on cost controlling hard; It makes some of them transferring to China or Southern Asia. At the mean time, they use nonstandard workers Taiwan. Actually the concept of nonstandard workers was introduced in 1920 and has been more and more popular today. We used GA to analyze the effect of cost changing between these 2 conditions. After that, we found the cost of Taiwan-based is lower than transferred to China obviously. Especially after China government agrees to increase the basic salary, we expect the difference will be more conspicuous. These results indicate another solution for cost down plan and HR strategy for enterprises that Taiwan-based companies have lower cost of labor too. This study is not maturity; it could be enhanced in complexity of case and time period. We wish it will be added in the study in the future.
