An action program of the main idea could be conducted through the situational analysis model and its progress can be evaluated through a practicable execution in teaching. The main issues in this study were: 1.How to find out the factors that influenced the difference between the high achievement students and low achievement and their interest in learning English by situational analysis? 2.How to design an action program of sight words learning with within-class grouping in English teaching? 3.How to implement the action program of sight words learning with within-class grouping in English teaching? 4.How to evaluate the action program of sight words learning with within-class grouping in English teaching? The conclusions of this study were: 1.Through the situational analysis, the students lacked of sight words learning materials and opportunities. It is necessary to implement the action program of sight words learning with within-class grouping in English teaching. 2.Through designing the action program, it is necessary to practice the action program of sight words learning with within-class grouping in English teaching. 3.Through the three period of the action program, it is necessary to adopt the action program of sight words learning with within-class grouping in English teaching. 4.The students approved of the effects of the action program that could enhance their interest in learning English. It is effective in the action program of sight words learning with within-class grouping in English teaching. In the study, some relative and practical suggestions were provided in different aspects such as for school administration, individual teaching and future study.
