Ten students in a public elementary school of central Taiwan are assigned as the experimental objects.This study is a two-cycle action research, total of twenty-one weeks. In addition to the qualitative research paradigm, the quantitative method is also applied to conduct the analysis. The qualitative data collection includes interviews, observation records, relevant documents, and researcher’s journals. The quantitative data collection includes the pre- and post-test exam scores, the mathematic attitude scale and the mathematic anxiety scale. These data are processed by the triangulation analysis method. Following are the main findings of this study. 1. The success factors to form a peer tutoring program are:(1)The training of tutors can enhance their teaching confidence.(2)The understanding of the experimental objects can help researcher to selection and match objects.(3)Provide structured curriculum and practices can improve experimental objects’ learning effectiveness.(4)The well-planned feedback system can give experimental objects supports. 2. The effect of Students’learning performance in mathematics:(1)Peer tutoring was effective in enhancing tutees’ mathematic learning achievement. (2)Peer tutoring was not effective in enhancing tutors’ mathematic learning achievement. (3)Peer tutoring can reduce the gap of mathmatic scores between the high level and the low level.(4)Peer tutoring was effective in enhancing students’ mathematics learning attitude.(5)Peer tutoring was effective in reducing students’ mathematics learning anxiety. According to the conclusions of this study, the relevant recommendations were made to the applications of peer tutoring in primary school for teachers and the consultations on the future related researches.
