This study emphasizes the study of coupling relationship local economic restructuring and technological learning system, and that the local system and driven by two factors led to foreign investment in information and electronic industry in Suzhou industrial development on a " development but without technological learning," the economic consequences. Suzhou in each phase of economic transition driven by the pursuit of local economic growth in the logic of governance. Inertia in this system, local officials interested in investment, of course, a large number of high-tech industries to absorb foreign investment and establish a complete industrial clusters, but in the highly competitive and technological capabilities of foreign firms dominated the industrial structure and the role of public R & D institutions positioning and other factors, makes the Suzhou area is not easy learning the skills and knowledge revealed embedded in local mode.
