This study emphasizes the study of coupling relationship local economic restructuring and technological learning system, and that the local system and driven by two factors led to foreign investment in information and electronic industry in Suzhou industrial development on a " development but without technological learning," the economic consequences. Suzhou in each phase of economic transition driven by the pursuit of local economic growth in the logic of governance.
