To promote and elevate the status of the level of the traditional eastern government is much important than to implement the performance of the civil achievements. It concerns the organizational culture, change cognition, attitudes of the turnover intention and to accommodate with the climate of the new team. This study used questionnaires. There were 350 questionnaires and 308 were valid. It used descriptive statistics, reliability and validity analysis, T-test and one-way Analysis of Variance , correlation analysis and multiple regression analysis. The results of study are found: 1.If the member works with the consciousness of a positive tendency, the cognition of the organizational change will be strengthen by the communication of each other. 2.The adaption of the climate of the new team has a positive impact on organizational change attitudes. 3.Organizational change cognition has a positive an advantage and a real value of the attitudes towards organizational change. 4.Organizational changes attitudes truly has the final determination to make up one's mind significantly on the turnover intention. 5.The follow-up research of the project of the amalgamation in 2014 should plunge into much more attentions to the investigation of the deep and sincere inside of those members.
