The study consisted of interviews and surveys using the Delphi method complemented by interviewing as the research method according to research topics and an interview outline and a Delphi questionnaire developed by this author for the development of an evaluation checklist as the research tools. Each of the evaluation dimensions was studied by questioning two experts or scholars teaching at colleges or universities and eight special education teachers in elementary schools. An evaluation checklist was developed based on the opinions from the experts in the three rounds of questionnaire answering. Results pertaining to the checklist are described below: The created checklist includes six dimensions, which are: publication and physics, objectives of teaching materials, learning contents, implementation of teaching, evaluation, and reference resources. The determining criteria included in each of these dimensions are nine plus one reference criterion in ‘publication and physics’, twelve in ‘objectives of teaching materials’, twenty in ‘learning contents’, seven in ‘implementation of teaching’, seven in ‘evaluation’, and four in ‘reference resources’. Finally, several suggestions are made by this author based on the research findings regarding the implementation of this checklist and further research on it.
