The study adopted naval fleets headquarter as case study and designed semi-structured interview outlines according to research purposes, research questions and literature surveys. For data collection and analysis, qualitative research interview method was employed to explore interviews with a total of twenty-one voluntary soldiers in naval fleets headquarter. The findings of this research were as follows: (1)The organizational culture is friendly.(2)The job satisfaction is well.(3)The turnover intention is low.(4)The influence factors to mercenary system include salary, welfare, public opinion, and social status. Based upon the findings, some suggestions are addressed for mercenary system implementation and future study. 1. Administrators should improve organization culture, enhance job satisfaction, and use participative management. 2. The samples should be expanded, and quantitative research should be adopted to make more data. And researchers can broaden the research content to public administration or politics.
