This study attempts to know the planning of the reading-promoting program, to analyze the implementation of the program, and to investigate the effects of the program. Using case study research and archive analysis as the research methods, the key members of the program were interviewed for data collection and analyses. The conclusions are as follows: 1. The idea of the program is up to date and is consistent with the school vision. It is supported by the school faculty. 2. The idea of the program is developed by considering the school conditions and incorporated into the teaching of each subject domain. It is approved by the school faculty. 3. The systematic and flexible organization and operation make the reading promotion more effective. 4. The reading profession and integrating ability of the leader of the curriculum enable the members of the whole organization to dedicate to the implementation of the program. 5. The roles of the faculty and staff are well defined, which leads the program goal to be reached effectively. 6. The school bases on the reading idea and the program structure to integrate resources and provides teachers with specific assistance. In doing so, the content of the program can not only be enriched, but also be actualized. 7. The school invites teachers to participate in planning the program and pays attention to the teachers’ need when teaching. 8. Teachers’ empowering activities are based on teaching practices and emphasize the feedback and sharing after carrying out practices. 9. The school evaluates the reading effects. It designs and makes use of checking mechanism regarding students’ reading. 10. Students’ reading interests and attitudes have been promoted, but their ability of reading comprehension remains to be investigated. 11. The effect of the program is validated. The evaluation of reading ability and the promotion of family reading are the tasks in the future. Based on the above conclusions, the researcher comes up with the following suggestions for the further promotion of the reading program: A. Suggestions to schools that promote reading program 1. The schools should make good use of the worldwide reading trends to consolidate the consensus of the school as a whole when promoting reading program. 2.When planning the reading-promoting program, it is suggested to plan the program systematically according to different levels of schools and classes. 3. The leader of the school curriculum should have a grasp of the trend of the reading instruction. Also, they should bring their profession into full play and guide the faculty and staff to plan and implement the reading curriculum. 4. The man power of implementing the reading-promoting program should be well-designed to establish a long- lasting mechanism. 5. When planning the promoting reading program, the schools should take the lead. Also, school should control as well as clarify all the human resources. The retired teachers could be invited as the volunteers. 6. When planning the reading-promoting program, it is suggested to have a systematic yearly plan and to integrate resources according to the plan. 7. The assistance and the encouragement from the administration are supposed to alleviate the teachers’ burdens and anxieties while promoting reading and therefore strengthen the teachers’ motivation. 8.The reading program should incorporate with the activities of teachers’ professional community and encourage teachers to study and develop the reading curriculum. 9. Schools should recommend the educational authority administration to create the systematic evaluating mechanism regarding reading. Such mechanism is thought to allow the schools to determine the reading effects. 10.The school should make good use of the results of the examination of scholastic assessment regarding the implementation of strategy teaching. Such practices may fortify the realization of the instruction of reading comprehension strategies. 11.It is suggested to encourage the family reading and extend the school reading program to families in order to augment the program effect. B. Suggestions for the future research 1. It is necessary to study on the topic about enrolling the reading-promoting teachers in the library. 2. Researchers should keep tracking the promotion of the reading program and pay more attention to the research and development of the reading curricula.
